Filtered Internet Service Provider

Websense told me last August that they provide filtering at the ISP level,
and other vendors discussed that with me.  I duly covered it on page 16 of
A Practical Guide to Internet Filters, but did not much more than observe
it might be affordable for a small library but have some configuration
issues.  For the record, I don't know of a library that uses a filtered ISP
(aside from carrying a selective Usenet feed, which is philosophically in
the same arena but has a different technical heritage).
