WHO MAY APPLY: All qualified applicants. Status applicants who

DUTIES: The Office of Information Services (OIS) provides the
knowledge base which the National Institute of Standards and
Technology (NIST) scientific and technical research staff
utilizes to contribute to the creation of new knowledge,
thereby fulfilling NIST's mission of promoting U.S.
economic growth by working with industry to develop and
supply technology, measurements, and standards. In turn,
OIS is also responsible for the editorial, packaging,
and dissemination processes of the newly created knowledge
which is the result of NIST research.
The candidate must posses technical experience with systems
used for publications, for both print and electronic output,
ideally within a science and technology environment. The
incumbent will work with the other OIS component (i.e.,
the Research Library and Information Program (RLIP)) and
the other EIPP Teams, Editing and Publishing Team, and
the Technical Infrastructure Team, to develop new electronic
services for OIS customers, and to implement new electronic
systems for creating and disseminating both print and
electronic publications.
The major responsibilities and projects will include: the
selection and implementation of SGML editing, conversion,
composition, and document management tools
and creation of HTML and DBMS and CGI-based systems for
delivery of electronic content and documents via the
World-Wide Web, using tools such as PERL,
Java, JavaScript, Cold Fusion, etc. The candidate must
have a knowledge of the principals and practices of
systems design, and will also be responsible for initiating,
planning, organizing, and coordinating projects with other
organizational units.
MINIMUM QUALIFICATIONS REQUIREMENTS: Applicants must have
one year of specialized experience (equivalent to the ZP-III
or GS-12 grade level) that demonstrates a knowledge of computer
system analysis methods and techniques pertinent to this position
to be filled.

Factors will be well-qualified and receive priority consideration).
1. Skill, as evidenced by or experience, using software for
scientific or technical publication such as document management
systems, SGML editing and database
software, composition systems, desktop publishing, etc.
2. Skill, as evidenced by experience, in developing electronic
publications in a networked environment such as Internet and
Intranet applications using web-related
technologies (i.e., HTML, CGI, PERL, JAVA, JavaScript,
Cold Fusion, etc).
3. Knowledge, as evidenced by or experience, of the principles
and practices of systems design (i.e., data and process flow analysis).
