There are such sites.  One is the Internet Weather Report...

...but for the most part they don't tell you anything useful.  Most
serious network problems like the one you describe are localized:
the ISP you connect through, or their link to a backbone, is down.
A backhoe dug up a cable somewhere, or a router got misconfigured,
and it'll be fixed in an hour, or six hours, or twelve hours.

Sites that provide a "weather report" of the entire net really just
report the same thing day after day:  partly cloudy, chance of snow,
don't leave home without your galoshes :-)
