webmaster salaries & tools

I'm a reference librarian and library webmaster who has been blessed?
cursed? with the opportunity to also serve as university webmaster at
our small (2000 student) university. I asked a while back about salaries
for this kind of work -- I got several responses (thanks) and the most
common was along the lines of "you expect them to pay you for doing this
hahahahaha" Seriously, at small private colleges, it seems a lot of
folk librarians, computer geeks & others who already have full-time jobs
are maintaining web sites without additional compensation. Anyway, I'm
still hoping to pull down a few extra dollars for this, but I haven't
seen it yet. ;-) (I do get a new computer and software out of this which
leads to my next question:)
I've been writing web pages with a shareware program (HtmlEd) and doing
graphics with Paint Shop Pro, but I am getting a new computer and
software so I'm looking to buy better tools -- I've looked at some
reviews but I'm curious, what are you folks using or recommending for
html editors and graphics programs? What else should I be buying?
