Thanks: Downloading policy ?

I want to send a quick "thanks" out to everyone who responded to my query 
a few weeks ago about downloading policies for public internet access, 
specifically what level of downloading was allowed.

The response I got, including the research I found looking at library 
policies posted on the WWW, was that there are a variety of policies on 
the subject.  On a whole, more libraries allow downloading to a floppy 
disk than those that don't, but there are many that don't.  The reasons 
given for not allowing public downloading include concerns of viruses, 
staff training, and security.
