Dear Walter:
At the risk of sounding terribly redundant, what about LC's American Memory
as an example of a good, collaborative, digitizing project? They are
currently collaborating (via a grant competition and funding from
Ameritech) with universities and historical societies around the country,
some of whom are smaller organizations. There are several "best practices"

There is also a list (it is called a Clearinghouse of Image Databases) of
digitizing projects compiled by a librarian at University of Arizona,
Stuart Glogoff, beginning in 1994, that includes some public library
projects.

You can browse the archives of the IMAGELIB listserv via a link at the same
URL; I took a quick look at July 1998 and did not see reference to public
library projects, but that is only one month.
If you are looking for good examples, one of my current favorites, probably
because it is clearly a photograph album in digitized form (I have come to
believe that I am just very old-fashioned) is:

Not a public library (Universory Special Collections Department), but a
nice, small photograph digitizing project done in part by librarians.
