Staff homepages

I can see why public libraries and private firms might not consider
personal homepages relevant to their missions.  

Still, providing server space for personal homepages can boost employee
morale and encourage workers to familiarize themselves with a widely
relevant technology. 

If tax dollars can support health care and paid vacation for workers, why
not a little disk space to encourage professional development and make
workers feel valued?  In today's jobmarket everybody is in the business of
keeping intelligent and creative employees.
