[WEB4LIB] Staff homepages

We're not public,  but the university puts all personal homepages under a
URL reading, for example, "http://php.iupui.edu/~jmakepea/".  The PHP is
for "personal homepage."  They feel that is enough to distinguish between
official pages and personal pages.
