Winselect KIOSK - Cyber Patrol conflict?

I've run into a problem installing the WinSelect KIOSK 3.20
security program on a Windows 95 PC with the following setup
(all working fine before installation): McAfee VShield, Dial-up
Networking, Netscape Navigator 4.04, Adobe Acrobat Reader 3.01,
HyperTerminal Private Edition 3.0, Cyber Patrol 4.01.004.

Before installing WinSelect, I disable McAfee and close Cyber
Patrol (its button disappears from the Taskbar). Installation
appears perfectly normal and ends with a reboot.

Upon rebooting, every time I click on the Start button and go
up the menu to select an option, this error message appears:

                            Explorer
An error has occured in your program. To keep working anyway,
click Ignore and save your work in a new file. To quit this
program, click Close. You will lose information you entered
  since your last Save.

Please excuse the dual posting to PUBLIB-NET & WEB4LIB. I didn't
find anything on this problem in the archives. Also, neither the
Cyber Patrol nor WinSelect tech support people had a solution.
Any suggestions would be much appreciated, either on how to make
these programs work together or on what other Win95 security software
or techniques you'd recommend with the setup described above.
