Help with Yahoo...well, kinda

My problem deals with the same subject so I thought I'd reply.  We 
have just adopted our first Internet policy for the public and in 
this policy we do not allow chat rooms, MUDs or e-mail.  Does anyone 
know of a way to block people from using services like HotMail 
without actually filtering the sites?  Thanks.
