At any one time there is always features present in Netscape that are
absent in IE, and sometimes the reverse happens.  This is why it is a good
idea to keep both loaded on legacy PC platforms that support both.  (Or
Netscape and something else in the case of workstations.)

You already identified the solution in your first paragraph.  Just because
a machine ships with W95/IE does not mean you cannot also load Netscape. 
And despite the dubious trade practices of MS, if given a choice most
users will click on the Netscape icon.
