Netscape 4.x prefs > View Source?

I'm running NS Navigator 4.04 on a Win95 machine, and I've not been
able to change the app setting for View Source successfully.

The NS help site (<http://help.netscape.com/kb/client/980403-20.html>)
confirms my understanding of how this is supposed to work: 

   Go to Edit | Preferences | Navigator | Applications. Under
   descriptions, scroll down to Hypertext Markup Language. You
   can click on the 'Edit' button to specify which application you
   would like to have handle your HTML (such as Winword.exe or
   Wordpad.exe). 

I can make this change, and it shows up in the prefs menu just fine
for the current session--but it doesn't take effect. Fine, I thought,
I must need to restart Netscape. When I restart, though, my changes
disappear altogether.

Has anyone else run into this? Any suggestions (short of the usual
"reinstall Netscape" theory, which I'd prefer to avoid)?
