One way to break out of the hierarchies is to introduce "See Also"
references in the site maps. An example is our site map for LibraryLand:
http://www.rcls.org/libland/llmap.htm
Currently these are pointing to individual documents; but as the site
was structured in an earlier version, these were pointing to separate
anchors within documents.
