electronic reference review source reviews

Sounds redundant, but what I am looking for is more of TER - 
Telecommunications Electronic Reviews, out of University of Houston (TX) 
by Pat Ensor and others. Where they review both books and electronic 
reference documents and services and share them via email, listserve or 
archived FTP. (Or live on HTTP via HTML or PDF.)
