Netscape, as much as I grudgingly like 'em (at least they make browsers
for all manner of UNIX; kudos for that), produces *really* bloated
software.  That disk churning is probably Windows running out of memory
for Netscape and swapping to disk.  If you have only a small amount of RAM
on your machines, it won't matter if the pages are hosted locally or
halfway across the world -- Netscape will still chunder.

You'll probably either want to buy more RAM for your client stations or
run a different browser.
