Looking for dialog box creator

Does anyone know of a good tool to create dialog boxes for Windows95?  What
I'm looking for is something that can be run as an executable, which will
bring up a user-customizable dialog box.  It doesn't seem like a lot to
ask, but I'm not able to find anything that will let me do it without
getting a lot more into coding Visual Basic than I care to learn...
