Well, since he's the one who gets bitten if some suits with briefcases
don't like his interpretation, it is indeed his call.  Some lists are run
democratically because the owner does things that way, but it sure isn't
the only way.  On mine I try to find a medium between the extremes, but I'm
just as strict on copyright, and no way does fair use ever permit a
complete work, whether a short article or a four line poem.  But let's
avoid that discussion.

Good.   And another reason URLs are better is that you don't fill the
mailbox of those who don't care about the item, and those who do can click
the URL as quickly as they can scan down a screen or two.
