Internet Explorer toolbar missing

We have WIN95 clients and use IKIOSK and Fortres for our Internet/CDROM access PC's.  The problem is  the toolbar disappearing. .I havent been able to drag it down because its gone.  I have to disable fortres, then ikiosk, start Internet explorer, select toolbar, then put securities back on. Apologies if this question has been answered in the past.
