Yes, Ikiosk will allow you to do this.  There is a windows 3.1 version of
Ikiosk available... Although my personal experience with Ikiosk hasn't
been that much fun because of the fact that its quite limited in
documentation and its very hard to explain to staff how to disable /
enable it.   

I am not sure if fortres will do this, although you can run fortres in
single program mode.
