Turning off E-Mail

I am sure that I have seen this posted before but can not find it!
What is the process of turning off Email in IE 3.0 or in IE4 Some of our
libraries WWW stations have had Hate Mail sent from them.
Someone suggested the new Netscape 4 without email does anyone have any
suggestions.
