Cyberporn flap REDUX

One of our member libraries got sucked into the cyberporn flap over the
weekend. The 5/24/97 issue of the Middletown (NY) Times Herald Record
featured an article: "Explicit Net sites angers parent: Effort afoot to
limit access at library".
The wrinkle in this case is that despite having a internet access policy
in place, the incident involved a 17-year old who sat down with the
parent at a workstation and hit Netscape's "back" button. "But instead
of a clear screen, up appeared the image of a man, dressed in women's
lingerie, engaged in a sexual act." So the issue here isn't personal
choice or parental responsibility; it's the unsolicited presentation due
to the browser's session history tracking. 
Is there a technical mechanism to avoid this, short of filtering?
