Just for the record, PC Magazine for April 8, 1997 (Vol. 16, no. 7) has their annual roundup of utility programs, including a section on Internet Filtering Utilities.  Editor's Choices are Cyber Patrol 3.1 and Cybersitter 2.1, but they do comment on the inability to edit Cybersitter's lists.  Customization is one of the three tasks that they include in their "Suitability to Task" sidebars for each program.
