Macintosh E-mail Client

Eudora on the Macintosh can do that. I think they call it running in a
"lab" environment. Basically, you set up seperate preference files for
each of your users that has their configurtion information. To read their
e-mail, users double click on the preferences file to launch Eudora
whereever it is on the hard disk. Mail folders are saved in the same
folder as the preferences file. I've heard that some places require users
to put all of their mail (and the Eudora config file) on a floppy disk and
carry that around from machine to machine. As an administrator, you can
set Eudora in a lab environment so that it MUST be launched from a config
file and not by double-clicking on the application.

http://www.eudora.com/ has more info. The free version ("Eudora Light")
should be enough for your purposes...
