One alternate response a university library mentioned in prior discussion
elsewhere:

Arrange computers used to access the web so that there aren't immediate
sightlines from one computer to the next and provide optional headphones.
Providing a little more visual and auditory isolation helped reduced the
intrusive effect of pornography, etc. on other library users.

I realize this isn't feasible for everyone, and it doesn't address a whole
class of other issues. On the other hand, with the spread of multi-media
(talking, dancing web pages, and whatnot), there may be some need for this
even when no one is looking for "porn".
