There are lots of such utilities.  Check out
http://www.tucows.com, and you'll find a bunch.  Some are
shareware, and I believe a couple are freeware.  

I've not used them, so I can't recommend a specific product. 
I'd probably make a first choice based on maximum number
of cows, plus perhaps price.
