Don't know if this will help; but, you might try taking a look at

	http://www.eff.org/~mech/Scritti/html.tipsheet

which is titled "How to Make Your Web Offerings Useful to the Most
Visitors".

Also, when you visit a site you like, just view the source (i.e., the html
code) of the page and use the formatting as a guideline. 

Take a look at a page I'm developing at

for an example of standardized headers and footers.
