HTML 4.0???

W3C tooks its status as a standard as far as they were ever going to.  They
made it a W3C Recommendation; since it was not developed in conjunction
with the Internet Engineering Task Force (as HTML 2.0 was), it was not
submitted to the lengthy process of becoming an IETF Standard (as HTML 2.0
was). Given the time frames involved, I wouldn't say that a more formal
standards process makes sense for HTML.

HTML 3.2 is still the "official" version as far as the W3C is concerned. 
HTML 4.0 is a working draft; its most important change from the previous
Cougar draft may be the decision on a version number.  :-)
