using frames

One more voice for the elimination of frames, they cause users lots of 
problems.  We support LYNX, Netscape 1.0, 2.0 and 3.0 users.  The only
ones that can navigate properly or print what they want are the 3.0
users and they are a distinct minority.

We have had quite good luck using tables to format our pages and compact
them somewhat.  Even if the browser does not support tables, the
screens list in a logical, though less compact, order.
