I agree with Walt,

This is getting out of control.  If there is an article on the net and it does
not supply copyright restrictions then you might reasonably assume it is
in the public domain and you have the right to redistribute it.  However if
you are planning on doing a mass re-distribution it might be considered
polite to ask permission first.

However if the site is clearly commercial in nature or the work is
specifically marked as copyrighted information then it is wrong to
assume that because you can copy and redistribute it easily you have
the right to do so.

Much of the information contained on these sites is provided at
considerable cost to the distributing agency for the good of the public. 
Not respecting their wishes is unfair and will lead to the limitation of
access and information available.
