Hello,
Well, the long and short of it is that you must register with Internic.
This usually means they will forward your request to whomever has control
of the root domain you want to us. For instance, I recently registered
mohave.lib.az.us for our library. Internic forwarded the request to the
college that controls the az.us domains, who forwarded it to the state
library who controls the lib.az.us who gave us the name.
In addition, you must have a primary and secondary "Domain Name Server"
to host the domain name. These are usaully some sort of Unix boxes.
They can be your ISP's servers, your own, or one of each, but you must
have two.
Also, if you are a public library or educational library, you can usually
register for free under a state domain e.g. the ".az" at the end of mine.
If you wish to have a ".com" you will probably pay for it. Generally
about $100 a year, and I think the first two years upfront.
