Helper Apps in MSIE 3.0?

MSIE does not maintain its own set of associations for file extensions
or MIME types.  Instead, it pulls those associations out of the
registry.  So you need to make any changes from the desktop explorer's
View|Options|File Types command.  The file type is "URL:Telnet
Protocol".  Edit the "open" option and change the convoluted
RUNDLL32.EXE command to \wherever\tnstart.exe. 

In my messing around with this (in Win95, but NT seems to do it the
same way), I had no luck finding how to call WinQVT in a way that
handled any port numbers specified in the URL; perhaps a Registry wonk
knows that trick.
