Here's a section from the document "Editing Netscape for Public
Access Computers", by Carole Leita, at
http://www.lib.berkeley.edu:8000/NS/, which suggests that changes to
newer software may need to be made under WinNT in order to make them
stick:

"Note: We used Visual C++ to edit the Windows 3.11, 16 bit versions
of Netscape 2.01 and 3 using the Windows 95 operating system. When we
tried to edit the Windows 95, 32 bit versions of Netscape 2.01 and 3
we discovered it wouldn't save the changes. We found that Visual C++
would make the changes to the 32 bit versions of Netscape 2.01 and 3
only if it was running on the Windows NT operating system! Please see
Microsoft's Knowledgebase Article Q139030 for an explanation of sorts
as to why."
