systems librarian role

Sorry for cross posting, but sometimie in the past month or so, I saw a
mention of a statistic, saying that for an establishment with 50 PC's,
there should be one full time person to maintain them.

Does anyone out there know where such a statement was made?  Or by whom?

We are looking for such a statement to justify a systems position in our
library.
