Multiple Opens

Anyone know of a fix or potential solutions to this problem?

We have a number of older machines that don't exactly launch apps
quickly.  The user is then tempted to click and click and click.  Windows
3.x and 95 both execute multiples of the same application
- oh the love of multitasking.

Many of our machines are doing well to run one app.  Multiples cause the
machine to lock up or slow to unacceptable levels - given enough opens.
My only solution is to use end task or reboot.

Similarly, users open an app and without closing go back to the interface.
The Nth user down the line does the same.  Before you know it, multiple
apps are running.

I have the same problem if using a web interface to our databases and
information services or a windows interface.
