I've used it for about a year, and I found that it helped me get to know
HTML when I was first starting out in a way that writing raw code
couldn't.  My demands on it have increased since then (though not
including the use of frames), and it still has never disappointed me or
prevented me from doing whatever I wanted to do.

I say go for it, though YMMV.  If so, you can always get something more
advanced then...
