Ratings for Web pages COULD be required by law, but libraries could 
always switch off the screening 'feature' of Internet browsers, thus 
allowing access to whatever material available.

     This is what we are fighting against, the very real possibility that 
     ratings would become required by law. This would amount to a license 
     to publish and would be a violation of the human right to freedom of 
     speech. The day that ratings are required is the day the Internet 
     dies.
