Trailing slash in URLs

A quick BTW question:

Should telnet URLs conclude with a slash (e.g. 

        telnet://gabi.tsl.state.tx.us:-23/

MSIE 2.0 doesn't strip the trailing slash when passing the host address to
the telnet client, and the client can't make sense of the address with the
trailing slash.  

Is this a failure of MSIE 2.0 to accomodate proper HTML form, or an
example of improper HTML form?
