Web launched CD-ROM

The use of web launcher programs to extend access to CD-ROM databases
to Internet/intranet web users sounds like an intriguing idea . But one
quetion: when a web browser activates the CD-ROM search program, isn't
access to that particular CD blocked to any other user? If so, it seems
like you'd have a tough time managing the use of such
resources especially among a bunch of remote users, say in branch
libraries.
Is there any way to allow more than one simultaneous user of a CD over
an IP network?
Thanks,
