offline demos (was tiff viewer)

As a follow on to the discussion about tiff viewers, I have the 
following question.

I would like to give a computer demonstration of Netscape in an 
offline mode. That is, replicate the online action of moving 
from Web page to Web page as realistic as possible, but without being 
connected to the Internet.  I would expect some limitations with this 
canned demo.  And I'm looking for a method that would allow me to 
assemble Web pages quickly and "play" them back in a controlled 
manner:  one by one either simulating a link by displaying a series 
of single pages or in some other manner.  Obviously, I'm giving up 
the opportunity to take examples from a live audience, but sometimes 
a connection is not available or is unreliable.  Also looking for a 
way to demonstrate offline some functions of a browser.

My platform is Windows 3.1.  What programs or technics do you use?
