Setting up web page with index through provider

I am putting together a proposal for a web site at our library and need some
information. Our automated system will not be connected to the internet and not
be available to the public for at least a year, probably longer. I would like to
propose that we set up a web page through a local provider and use this web site
to make a number of our publications available, including our index of the local
paper and directory of local organizations and clubs. I am trying to gauge the
dificulty of this project. Below is a list of my major questions.
1)The newspaper index and organization directory are on a database called
Cindex. How do we convert them into the proper type of text?
2) Once converted to the proper type of text how do we convert it to HTML?
3)How do we set up a key word search for these publications (on our home page)?
Any information will be greatly appreciated.
