Database on web page

I am new to creating web pages. I am putting together some local recipes
with one recipe per page. I would like to have a dictionary of translations
attached to this in some way so that a person can search for a word from the
recipe page, have a pop up search window appear, input the search word and
have it search and display the translation in the window -- still having the
recipe on the screen.

Where should I look for how-to-do-it information on:
1) Software for creating the translation dictionary.
2) Linking the database to the web page to search and display the results.
