How about Netscape Navigator (whoops not quite free)....

open a url such as

http://userid@amachine.adomain.adomain/

This will cause Netscape to attempt to log in to machine 'amachine'
using the ftp protocol and user id 'userid'.

You can even say

http://userid:pw@amachine.am.ad/

but I don't know any sane person who would embed such a link
(or leave one in their history file).
