The University of Texas at Austin has installed a program called cgiwrap 
on the servers.  This allows the students and teachers to write and 
execute cgi scripts, but under their own login, not the administrator's.  
It requires adding the cgiwrap program to the cgi-bin directory and 
having every student/teacher call that program in their URLs.  Here's the 
URL for the program:
