The structure of the web positively encourages the idea of many small 
contributors adding to a database - rather than be global, many small 
contributors should be adding to a common database in standard format.
Then we could all manage a (quality controlled) grain of sand in the
area of our expertise.
There would still be overheads, of course, but you wouldn't require big 
business to set up.
