Automating CGI logons - clarification & further question

    Apparently I confused the issue in my earlier post by mentioning Telnet. 
What I want to do is set up way to connect to a URL on such as:

   HTTP://www.wherever/validate

(where "validate" sends a form asking for a name and password) so that the
name and password gets filled in automatically by a script on our system,
instead of the user having to fill it in. (We will have already validated 
the user on our server to make sure that they belong to our institution and
have the right to use our institutional name and password for the remote
system.)

    This sounds like what I need, but I can't find any documentation about
"expect" -- is this an HTML tag, part of the CGI specification, or what?
