I think this is what Bitstream have in mind with
their (free) Cyberbit typeface - details from:
http://www.bitstream.com/cyberbit.htm
" The initial release of Cyberbit will include all the characters needed
to support the major languages of North and South America; Eastern,
Central, and Western Europe; Scandinavia; Russia; Greece; Turkey; the
Middle East; Thailand; India; and Japan. Future releases of Cyberbit
will add support for Chinese, Korean, and other languages. "
