Graphics package for html

One of the divisions I support has decided that the simple gifs  I have
been using for there html docs, are not good enough for them.  The want
a standard header consisting of several graphics and text with different
fonts. This has become a head ache for me. I had some graphics people
use Corel and we sort of got it the way the division wanted but what a
pain in the ###.  Does any one know of any graphic programs specific
for making html documents. We use word perfect SGML and hot metal
for our html editors but this does not help when people want a html
document to appear exactly like a word processing document.
