Thumb Nail Images

Another bonehead question from me...

Can anyone please direct me to instructions on how to create "thumb 
nail" images out of regular .gif files?  I saw mention of this 
somewhere but have no idea where.

Please respond to me (not web4lib).  If anyone else is interested, 
I'll post to the list.
