Perl script for sending URLs

Hello,
I was wondering if anyone has/knows of  f.ex. a Perl script which will take
and send  a URL from a form?

Im sorry to get back to this question, but my idea was Netscape in kiosk
mode (Ow!!) for computers with public access, but where I still find kiosk
mode a "bit"  restrictive without a location line. So my idea was to have a
link to something like "Click here to type in your URL", and then a single
line form.
