What was more important than even the traffic was that I did not want to
have to provide instructions that so "change your proxy server to
xxx.yyy.zzz," but rather just wanted a URL that works.

The IAC solution I was referening is a feature whose description has
changed every time I asked IAC about it, but basically, there was to be
some method for verification library to be provided from our site to their
site, and then our patrons would be able to enter this information when
they want to use the database. If you ever tried the IAC URL from an
unauthorized source, you've seen the question that comes up. In terms of
how they get the data, I've heard many variations from live access to
us providing exports. We'll see...
